EMPLOYEE RELATIONS
This area within Human Resources is responsible for developing, implementing and co-ordinating policy and procedures on a corporate basis. Specific roles include establishing HR Policies, designing, developing and maintaining systems and handling discipline and grievance matters

NICCY recognises the importance of learning and development and is committed to making a significant investment towards learning and development for staff
HEALTH & SAFETY
NICCY is committed to ensuring, so far as is reasonably practicable through best practice, the health, safety and welfare of its employees and others who may be affected by matters within its control.
Health and Safety is responsible for services such as pre-employment health screening, health surveillance, maintenance of the accident book, providing advice on occupational health and safety issues, supporting local health and safety co-ordinators, risk assessment training and offering advice on general workplace issues
The Chief Executive has responsibility for ensuring the implementation and monitoring of the Health and Safety Policy, providing adequate resources and for ensuring that;
- NICCY complies with all relevant statutory requirement;
- the risks to health and safety are properly assessed;
- there are safe systems of work in place;
- there is a safe environment in which to work;
- staff are given adequate information to complete their work safely.
Staff also have a duty to take reasonable care of their own health and safety and that of others who may be affected by their acts or omissions. Staff co-operation and commitment is essential to ensure successful implementation of the health and safety policy
FREEDOM OF INFORMATION
The Northern Ireland Commissioner for Children and Young People (NICCY) has adopted the Model Publication Scheme approved by the UK's Information Commissioner. NICCY prides itself on seeking new and open ways of engaging with the community and in order to build integrity and trust, it is important that we set an example by being as open as possible.
Our commitment to openness relates to information about NICCY and our work. The information we will publish will fall within the following seven categories.
We are committed to making the maximum amount of information about us and what we do readily available at minimum inconvenience and cost. It is important that all sections of the community can access information about us and we will, as far as possible, aim to make information available via our website. Where possible, we will also provide information in alternative formats, including in hard copy, if asked to do so.

Data Protection Act 1998
Maintaining the right of confidentiality is important for NICCY however, if you want to ask us for information which we may hold about you personally then this will be dealt with under the Data Protection Act 1998. This would include information relating to health records, employment and training records - anything which is limited to you as a person whether as a patient, employee or partner of any kind.
About the information we publish
Our commitment to publish information is set out in seven broad classes according to the Model Publication Scheme approved by the UK's Information Commissioner. These include information about what we do, how we are funded, our policies and how we measure results and evaluate ourselves. NICCY already publishes a great deal of this information via its website and its many printed publications. This Scheme is not intended to duplicate that information, but instead provide a guide to those resources
Requesting information and making a complaint
Since 2005, the Freedom of Information Act (FOI) has given anyone, from anywhere, the right to request any information held by NICCY. It places a duty on us to provide that information unless there's a very good reason, defined according to law, why we should not
Requesting information
If you are unable to find information you require on our website, you can make a request by e-mail directly to our Freedom of Information Officer. You should provide a name and address for correspondence and a description of the information you would like to see. You can also write to the Freedom of Information Officer at our office or fill out the web form here.

Responding to requests
NICCY aims to respond in writing in 20 working days. If there is likely to be a delay in getting your information, we will let you know.
We will disclose information wherever possible. However, in a few circumstances, it will be necessary to withhold some or all of the information requested under one of the exemptions outlined in the Act. In any case where information is refused, NICCY will specify which exemption has been used and why. All requests for information will be carefully considered on their own merits and with close regard to the public interest.
The Freedom of Information (FOI) Act makes it easier for you to get information about us. This law, which came into force on 1 January 2005, means that anyone, anywhere can ask for any information we hold.

Complaints
Complaints about whether NICCY is making enough information public should be addressed to the Freedom of Information Officer in the first instance.
