In accordance with Article 24 UNCRC every child has the right to the highest attainable standard of health, including accessing and using appropriate facilities for treatment and care. In a general context and in specific reference to this consultation proposal NICCY reiterates that it is vital that children are not deprived of their right to health, including mental health and wellbeing, and have sufficient access to healthcare services and support; this further extends to babies and infants within an Early Years context.
In responding to this consultation NICCY will be providing answers to relevant individual questions and advises the Department of Health (“the Department”) to also consider the impact of the proposed outline upon children and young people’s rights, particularly in light of the obligations outlined within Article 24 UNCRC. NICCY has provided detailed answers to relevant questions within the Consultation survey within Appendix 1. NICCY further advises the Department to take account of its obligations to the health and wellbeing of children and young people as outlined within the NI Executive’s Children and Young People’s Strategy 2020-2030, which also recognises Article 24 UNCRC.
