On 14 April 2025, Chris Quinn, the Commissioner for Children and Young People NI, wrote to the Minister for Education, Paul Givan, to express concerns about the lack of progress in the drafting of the Statutory Guidance on Restrictive Practices.
Chris reiterated his concerns shared in his letter to the minister on 2 December 2024, stating that it is his expectation that the final statutory guidance, which Departmental officials have assured will be child-rights compliant, and its subsequent implementation, will address NICCY’s recommendations in full.
Chris added that he looks forward to seeing an updated draft in the coming weeks and also sought clarification as to when a final decision will be made on the repeal of Article 4
(1)(c) of the Education (NI) Order 1998.
