Annual Report and Accounts

Welcome to our Annual Report & Accounts for 2022-23.  While this is a legal requirement as set out in the legislation which set up the Office (schedule 2 (11) (1) of ‘The Commissioner for Children and Young People (Northern Ireland) Order 2003’), we are keen that all our Stakeholders have access to the report on our work during that year.

This year marked the final year of our triennial Corporate Plan and also the end of Koulla Yiasouma’s second term as NI Children’s Commissioner. Over the past eight years there has been a focus on identified key priority areas of work, some of which have already come to conclusion, others will be progressed this coming year.

The Annual Report details the work and publications issued during the year including reports on homelessness and housing security, NICCY’s first formal investigation and Statement on Children’s Rights in NI (3).  It also includes our work for the periodic examination of the UK State Party by the UN Committee on the Rights of the Child.

The Annual Report also features a foreword written by Chris Quinn, the current NI Children’s Commissioner, who took up his post in September 2023. He writes that he is “inspired and motivated to continue to build on the areas of work outlined in this Annual report, as well as prioritise a range of new and emerging issues.”
