Legal and Investigations

Robert studied History and then Law at Queen’s University Belfast.  He also taught English in China and law in Northern Ireland before entering private practice as an enrolled solicitor, where his main area of work was family law (particularly in matters arising with regard to the Children (Northern Ireland) Order 1995).

Since joining NICCY, Robert’s work has included education law, safeguarding, and investigation into legal duties of care of public authorities towards children and young people.

He also conducts legal research and helps draft resulting advices to statutory agencies.  This has and continues to be with regard to topics such as social care obligations and planning, the Illegal Migration Act 2023, and treatment of children in custodial settings.
