The Committee on the Rights of the Child, in its concluding Observations in 2002 stated that "State Parties should ensure transparent analysis of sectoral and total budgets across the State Party and in the Devolved administrations to show the proportion spent on children, to identify priorities and to allocate resources to the "maximum extent of available resources".

This report presents a first step in analysing budget allocation for children and young people in Northern Ireland, across Health and Social Care, Education and Housing.

The report carried out by Erini, and IFS was commissioned by NICCY, and funded by NICCY, DFP and OFMDFM.
